Dispatcher assignment — wdevs/relspecgo#33. Classified as complex CI/release implementation; authenticated Claude Code Sonnet selected per configured Tuesday worker order after live auth check. Branch: issue-33-windows-ci. Worktree: /home/hermes/work/issue-agents/wdevs/relspecgo/issue-33-windows-ci. Kanban: t_c97c485e (blocked before launch to suppress duplicate board dispatch). The worker must inspect issue #33 and merged installer PR #56, read repository guidance, preserve partial work, checkpoint, verify available tests/static checks, push, create a PR, and post exact SHA/verification here. No merge, close, force-push, deploy, secrets, or dangerous bypass.

PR: #57 — branch issue-33-windows-ci @ ca357f0.

The release workflow already built and uploaded the NSIS installer (from #32). This PR adds a PR-time installer-windows CI job, makes the release installer step fail fast, and makes asset upload fail the job on HTTP errors.

Verified: workflow YAML parses; go test ./... passes. Not verified: makensis not available locally, no CI or tagged release run executed, so the actual release asset upload is untested until a tag run. No AGENTS.md exists in the repo.
