Adds convert --watch / --watch-interval (polling, no new dependency; debounced; output path excluded; errors don't stop the loop).
Verification: gofmt clean, go vet ./cmd/relspec clean, go test -race ./cmd/relspec passes (incl. new watch tests).
Caveats: only convert is covered (not merge/diff/etc.); polling rather than fsnotify; full repo test suite and golangci-lint not run; the cron-model-selection-policy and cron-worker-contract skills were unavailable in this session.
