Adds --dry-run to convert, merge and split. Inputs are read and validated, merge/split filtering is applied in memory, the output target is validated (format, --package, --schema, --extra-fields) and the plan is printed to stdout. No output file, directory or database is written.

Tests: new cmd/relspec/dry_run_test.go; go test ./... passes.
